AT A MEETING of the CULTURE AND COMMUNITIES SELECT COMMITTEE of the COUNTY COUNCIL held at The Castle, Winchester on Thursday, 19 March 2009.

110. DECLARATION OF INTEREST Members were mindful that, where they believed they had a personal or personal prejudicial interest in any matter to be considered at the meeting, they should normally at the time of the debate declare their interest, and having regard to the circumstances described in paragraphs 9, 10, 11 and 12 of the County Council's Code of Conduct, consider whether to leave the meeting whilst the matter was discussed save for exercising any right to speak in accordance with Paragraph 12 of the Code. There were no declarations of interest. 111. MINUTES
The Minutes of the Committee held on 22 January 2009 were confirmed as a correct record and signed by the Chairman. 112 CHAIRMAN'S COMMUNICATIONS a. Culture Sport and Tourism Conference
The Chairman reported that he had recently attended the Culture Sport and Tourism Conference in Brighton. He said that there had been a useful presentation from Google in which it was indicated that they could provide some services provided by Local Authorities free of charge. b. Last Meeting This being the last meeting of the Committee before the County Council Elections in June 2009 the Chairman thanked all members for the support that they had given him. Members thanked the Chairman for his excellent and fair Chairmanship. 114. THE LIGHTS, ANDOVER Heather Whittam, Venue Director of The Lights, Andover gave a presentation on the programme, activities and artistic development of The Lights. She said that the vision had been for an iconic building that would be a catalyst for the arts, be a central arena, flexible venue and of multiple use. She outlined the activities taking place and those planned to take place at The Lights and gave details of investment and the three year business plan. She confirmed that they did work with the Arts Centres and that they would be in contact with the Nuffield Theatre about future activities. The also did work with schools in the surrounding area, mainly with primary schools at present but hoped to extend this work more with secondary schools in the future.
115. ADULT PHYSICAL ACTIVITY
The Director of Recreation and Heritage gave a presentation on adult physical activity in Hampshire. The vision was for Hampshire and the Isle of Wight to become more active through participation in sport and physical activity. The target for 2009 being for 24% of adults 16+ undertaking 5 x 30 minutes of moderate physical activity per week with a target to increase by 1% per year in line with Government guidelines. Details were given about Hampshire projects which involved linking with all members of the community and promoting: · More activity into everyday life · Learning new skills · Meeting new friends · Confidence · Weight loss The Department of Health had announced national funding of £1m for 2008/09 and £2m for 2009/10 for County Sports Partnerships to assist with the strengthening the infrastructure to support the delivery of physical activity; supporting the delivery of national physical activity plans; supporting the adoption of social marketing tools; targeting the least active and helping to reduce health inequalities and supporting the delivery of national initiatives such as free swimming and Change 4 Life. Hampshire had; · An agreed work plan/programme and was currently putting together a framework with Hampshire Primary Care Trust · Sport and Physical Activity Alliances in all areas · Specific projects such as "Get Active" campaign and was working on a falls prevention programme. ` 116. HAMPSHIRE WILDLIFE TRUST This item was deferred until a future meeting of the Committee as representatives of the Hampshire Wildlife Trust were unable to attend.
117. RIGHTS OF WAY BUSINESS PROCESS INNOVATION - CASE FOR CHANGE The Director of Recreation and Heritage presented a report that was to be presented to the Executive Member for Recreation, Heritage and Communities seeking approval of the implementation of the recommendations contained in the report by Hampshire County Council's Treasurers' Consultancy on Rights of Way - Transforming the Customer Experience and the proposed action plan (Item 8 in the Minute Book). The recommendations included a future way of working for rights of way fault reporting and the resolution process had been designed to address the identified issues. The briefing paper, containing a summary of this review and the recommendations, had been taken to the Hampshire Countryside Access Forum on 11 February 2009 to determine their views on the proposals. Whilst recognising that some of the proposals had significant funding implications, the Forum enthusiastically supported the recommendations, with particular reference to the need for an IT system, improved feedback, managing expectations, working more with volunteers within appropriate health and safety requirements and support for the proactive approach. RESOLVED: That it be a RECOMMENDATION to the Executive Member for Recreation, Heritage and Communities that the Rights of Way - Transforming Customer Experience report and recommendations contained therein be approved. 118. LIBRARY AND INFORMATION SERVICE - STRATEGY FOR IMPROVEMENTS TO 2026 The Director of Recreation and Heritage reported that the strategy for improvements was still in the process of being prepared and the final document would be presented to the next meeting of the Committee for consideration. The aim was to enable libraries to appeal to the whole community as they were an important community asset. 119. HARD TO REACH GROUPS The Chairman reported that the Review Group was continuing to look at various issues and that it would probably be necessary to arrange another evidence session to receive evidence from General Practitioners, Police and Post Offices. It was hoped that this would take place before the County Council Elections in June. 120. FORWARD LOOKING WORK PROGRAMME The Chief Executive presented the Committee's future work programme (Item 11 in the Minute Book). RESOLVED: That the work programme be approved subject to the issues raised at this meeting and that the first meeting of the Committee after the County Council elections should concentrate on receiving information about the work of the Recreation and Heritage Department.. |
