1) Summary:

    The following decisions were made:

    1.1. that the Executive Member for Recreation, Heritage and Communities welcomes the review of the Rights of Way fault reporting process undertaken by the Treasurers' Consultancy and supports its findings.

    1.2. that the recommendations described in the report's conclusion and action plan are implemented, including, where appropriate, that a further analysis of the business case for change be undertaken.

2) Reasons for the decision:

    These are the reasons for this decision being made, including any links to the corporate strategy:

    2.1. To respond to the feedback from some customers that they are unaware of how their reports of problems on the rights of way network are managed.

    2.2. To provide better information and develop a more efficient service to help reduce the gap there is between some people's expectations of how reports will be responded to and the service that we are able to provide.

    2.3. To increase the benefit of the Hantsdirect Contact Centre has for the customer and the Countryside Service

    2.4. To help create a more positive perception of the County Council amongst users of the rights of way service and increase their willingness to participate in helping to manage the network.

3) Other options considered and rejected:

    3.1. Option 1: Continuing with the present system and process of managing rights of way fault reports.

        a) Risk Assessment: Consultation with customers and the Hampshire Countryside Access Forum indicates that there is some dissatisfaction with the current level of customer service and there is room for improvement. Not responding to this feedback may lead to greater criticism and a poor public perception of this area of work. Hampshire's rights of way network is popular and relatively well maintained. It would therefore be remiss not to look to improve the public perception of the service by changing the way in which the Council responds to those who report problems on the network.
