1) The Decision:

    1.1. That actions being taken to manage expenditure be approved.

    1.2. That the proposed funding package for the A3 Bus Priority major scheme additional costs be approved.

    1.3. That the Beeches Hill, Hawley Pedestrian Access, Viables Subway Improvements and Purbrook Way Toucan schemes be transferred from the current programme to 2009/10 and budgets be increased in line with current estimates, as set out in section 4.5 of the report.

2) Reasons for the decision:

    2.1. Financial regulations require the capital programme to be monitored regularly, and for corrective action to be taken, if necessary to control expenditure within current approvals.

    2.2. On 28 January 2009 the Department for Transport (DfT) confirmed that no additional funding would be made available for the A3 Bus Priority major scheme. In May 2008 the Executive Member for Environment approved holding back capital programme commitments and additional efforts were being made to reduce the shortfall. That work has now been completed, and in light of the DfT's decision, approval of a funding package to bridge the gap is now required.
