1) The Decision:

    1.1. That the award of an emergency bus service contract for a period of six months to ensure uninterrupted provision of important local bus services be confirmed.

    1.2. That as the contract is in excess of the EU threshold for tendering it will be necessary to re-tender the bus service after the six month emergency contract has expired.

2) Reasons for the decision:

    2.1. There is a need to provide bus services that are not viable commercially, within budgetary limitations. Confirmation of the award of an emergency bus service contract would ensure uninterrupted provision of important local bus services and provide certainty for passengers.

    2.2. As the contract is in excess of the EU threshold for tendering, it will be necessary to re-tender the bus service.

3) Other options considered and rejected:

    3.1. Option 1: Provide additional funding in order continue operating bus services to current timetable level of service.

        a) Risk Assessment: A number of alternative timetable options were considered but rejected on the grounds of not achieving best value for money.

      3.2. Option 2: The County Council takes no action to replace this bus service.

        a) Risk Assessment: This would result in withdrawal of the service and leave local residents without access to a local bus service, thereby having a detrimental affect on social exclusion and traffic congestion.
