1) The Decision:

1.1. That the attached Daedalus Visionary Framework, prepared by the South East England Development Agency which sets out the principles of the redevelopment of the site, including the access strategy and associated transport issues, be approved and endorsed, subject to the satisfactory resolution of the concerns contained at paragraphs 3.3, 3.4, 4.5 and otherwise raised in this report and acknowledgement that the outcomes of the Transport Assessment may have implications for the quantum of development.

2) Reasons for the decision:

2.1. To ensure that the Council's views on the framework for delivering the redevelopment of the Daedalus site are made known to South East England Development Agency and the local planning authority.

3.1 Option 1: not to approve the Visionary Framework.

a) Risk Assessment: That the County Council would lose the opportunity to influence the proposed redevelopment of the site and have any concerns considered at an early stage.
