1) The Decision: |
1.1. That an exception be made to the application of the County Council's Transport Contributions Policy (September 2007) and no contribution be sought under the policy from the Rowner Renewal Project. |
1.2. That no other contribution be sought in respect of any other highway infrastructure required to mitigate the impact of the Rowner Renewal Project. 1.3. That an exception be made to the County's Travel Plan Guidance (May 2008) and no Travel Plan be required for the Rowner Renewal Project. |
2) Reasons for the decision |
2.1. The Rowner Renewal Project is a major urban renewal in the Rowner area of Gosport which will contribute to the sustainability of the local area and meet the aims of the Development Plan. The development is supported by the County Council and other public sector agencies. If contributions and a Travel Plan were to be sought in consequence of the development in accordance with the County Council's policies this would render the Rowner Renewal Project economically unviable. The South Hampshire Bus Rapid Transit (BRT) scheme, supported by local and central funding, will provide the necessary infrastructure required to mitigate the impact of the development on the local transport network. |
3) Other options considered and rejected: |
3.1. Option 1: To require a contribution and Travel Plan in accordance with county policy. |
a) Risk Assessment: This option is rejected because the scheme would not be able to proceed and this valuable regeneration opportunity for this deprived area of the county will be lost. |
