1. Summary
1.1. The purpose of this short report is to provide the Governance Committee with the opportunity to consider a letter from the Chairman of the South-East Fire and Rescue Control Centre (SEFRCC) Limited.
1.2. The letter suggests that Directors of the SEFRCC receive, through their respective fire and rescue authorities, a special responsibility allowance of £2,000 in recognition of their duties in relation to the company. The Board was advised that it would be unlawful to pay allowance to directors through the Company itself.
RECOMMENDATION:
That it be a RECOMMENDATION to the Authority:
(a) That approval in principle be given to a Special Responsibility Allowance (SRA) being paid to this Authority's Board Director on the South-East Fire and Rescue Control Centre Limited.
(b) That the amount of SRA paid to this post be considered at such time in the future, when there is a change to the Authority's existing Board Director - Councillor Roger Price.
2. Existing Board Director
2.1. Councillor Roger Price is this Authority's existing Board Director on the South-East Fire and Rescue Control Centre Limited. As Councillor Price presently receives as part of the HFRS Members' Allowances Scheme a SRA of £7,040 per annum in 2008/09 as Liberal Democrat Party Spokesperson, he is not entitled to a further SRA as a Board Director. Only one special responsibility allowance is payable to any Member under the Members' Allowances Scheme whilst a current postholder already receives a higher SRA in respect of another post.
2.2. As a way forward, the Committee may feel it is best to leave things as they are as present and to consider the matter again, together with an appropriate SRA, at such time that there is a change to the Authority's existing Board Director.
3. Equality Impact Assessment
3.1. An impact assessment has been made on the proposals in the paper and shown that they are not discriminatory. They are considered compatible with the provisions of the European Convention on Human Rights, the Human Rights Act 1998 and the Race Relations (Amendment) Act 2000.
