South West Burn Care UK Network - Next Phase of Designation Process - Preparing for Public Consultation
Dear Colleagues,
Following my letter of the 13 February 2009, I am writing to set out the next steps in the designation process for burn care services within the South West UK Burn Care Network.
This work is needed to ensure that we are fully prepared for the final and public phase of our designation process. This may include formal public consultation should any of our Health Overview and Scrutiny Committees require this. As a result, it is vital that all of our data and information is up to date and that we can provide evidence for the factors that influenced our decision making. We need to be able to present the arguments for the proposed changes to services and also how it will impact upon each of the areas within our Network, in a manner which meets the requirements of Health Overview and Scrutiny Committees and their counterparts in Wales.
The two Strategic Health Authorities within South West and South Central England and Health Commission Wales will require assurance that all of this work has been completed to a satisfactory standard prior to the information being shared with scrutiny committees.
I realise the timescales are challenging but if we are to complete the work, get approval from Decision Making Bodies and present our proposals before the summer break, we need to complete the steps below according to the timetable.
Step 1 - validation of Burn Care Service against the 2006 self-assessment questionnaire for adults and children's burns services for Salisbury Healthcare NHS Foundation Trust, North Bristol NHS Trust and Abertawe Bro Morgannwg University NHS Trust.
The Providers are requested to revisit their self-assessment questionnaire to take account of any changes and bring up to date any areas they think might be significant in light of investment, change of practice and/or strategic plans as examples. An electronic copy of the validation document is attached for the convenience of each individual provider. This gives each provider an opportunity to review their previous submissions and provide a body of evidence that reflects their current position against the standards.
The process for children's services will follow the process for adults where appropriate and will include a validation of compliance against core standards.
There is recognition that the Burn Care Standards were updated in November 2008 and these amendments can be used to inform this process. The revised standards, also attached, have not been incorporated into the questionnaire document at this time, as this is a validation process and not a reassessment, but can be used if they add value.
There is an expectation that completed electronic copies of the assessment questionnaire document will be returned to Cathie Parsons SWUK Burns Network Manager ([email protected]) by no later than 17.04.09
Step 2 - Gathering the evidence
Each Provider will need to assemble the evidence that supports their validation and demonstrates their ability to meet standards. Where written evidence is used to support compliance this should be held in a file for inspection by the visiting team. Electronic filing is desirable where possible and can be sent in addition to the questionnaire. We will log this evidence so that we can call upon it should scrutiny committees or other stakeholders request more detail later in the process.
Step 3 - Burn Care Validation visits
Service visits will be undertaken to both the current and prospective provider(s) so that each team member meet the teams, has a visual picture of the layout and content of the service. The team will also formally receive the evidence against each standard and discuss any areas requiring further work or development within the Network as part of our work programme.
It will be extremely valuable to gain the feedback from the lay representatives and to be able to refer to their involvement when we present our information to scrutiny committees formally, as we have had no formal patient or public involvement to date.
We recognise that it will not be possible for the team to actually visit the new Children's facilities but we are hoping that the Trust can share their development plans with the team and provide assurance that the new facilities will meet the requirements of the Network.

We are just confirming the nominees for the visiting team and will inform you shortly of its membership and proposed agenda. In order to be fully inclusive and create a local voice in this next stage we are intending to include the following:

· Three lay members/patient representatives and HOSC officer
· External Clinician
· A SWUK Clinical Network Director
· A nominee from each SW Specialised Commissioning Group

We are including the Chief Executives and Fellow Directors of the Four Trusts in the mailing, not just out of courtesy to ask permission to make the visits, but with specific request to ensure there is full confirmation in advance with the Burn Service Team that the self assessment revalidation and the visits are undertaken, endorsed and the rationale for this work is clearly recognised.
