99 MINUTES
The Minutes of the meeting of the Committee held on 9 December 2008 were confirmed as a correct record.
Arising thereon:
a. Ambulance Service
Members had been advised of various delays in ambulance times, especially in rural areas and requested a breakdown of response times between urban and rural areas. It was agreed that these needed to be kept under review.
b. Fluoridation of Water Supplies in Southampton and Southwest Hampshire
At the recent meeting of the South Central Strategic Health Authority Board consideration was given to the fluoridation of water supplies in Southampton and southwest Hampshire following public consultation and representations made by all local authorities involved. Without discussion, the Strategic Health Authority Board had agreed to proceed with the fluoridation of water supplies.
100 QUEEN ALEXANDRA HOSPITAL
Denise Holden circulated a briefing note that had been prepared for Hampshire's Fareham and Gosport Hampshire Action Team following consideration of the problems of access to Queen Alexandra Hospital. There were issues of access to the hospital, car parking for staff and visitors, patients and turn around spaces for busses. Portsmouth City Health Overview and Scrutiny Panel had also been made aware of the issues involved. It was agreed that a representative from Portsmouth Hospitals NHS Trust should be invited to he next meeting of the Joint Committee to explain the updated position on access to Queen Alexandra Hospital.
101 BURNS DESIGNATION
Mark Satchell, South Central Specialised Commissioning Group, explained the steps that were being taken in the designation process for burn care services within the southwest UK Burn Care Network. The work was needed to ensure that they were fully prepared for the public phase of the designation process which might include formal consultation should any of the Heath Overview and Scrutiny Committees determine that the changes were substantial in nature. It was vital that all of the information was up to date so that they could demonstrate the factors that influenced their decision making. This would enable the network to present arguments for the proposed changes to services and how it would impact on each of he areas within he network. To enable to gain feedback from lay representatives and to enable them to refer to their involvement when they present their information he requested that, as there was no formal patient and public involvement, Members and officers join the visiting teams to Bristol Children's Hospital, Bristol North Trust, Frenchay Hospital, Abertawe & Bro-Morgannwg NHS Trust - Morriston Hospital, Swansea and Salisbury NHS Trust - Salisbury District Hospital. It was agreed that the following Members and officers should Attend the visits:
· 27 April 2009 - Bristol Children's Hospital Councillor Mrs Oulton and April Ross
· 29 April 2009 - Frenchay Hospital, Bristol - Councillors K. Chapman and Mrs. A. McNair Scott and David Pryke
· 30 April 2009 - Salisbury District Hospital - Councillor Mrs. A. McNair Scott and Denise Holden
· 5 May 2009 - Morriston Hospital, Swansea - Councillor David Stephen Butler and Katie Benton
102 OUT OF HOURS SERVICES
Denise Holden presented a report on Out of Hours Services for the South Central region which had been prepared for Hampshire's Health Overview and Scrutiny Committee. Targets for ambulance response times had not been included. Portsmouth, Southampton and the Isle of Wight were satisfied with the services in their areas, the Isle of Wight having a good service run by local doctors.
103 UPDATE FROM LOCAL AUTHORITIES
Portsmouth
· IVF commissioning consultation,
· revisited dentistry and oral health issues in the City. Its Education, Children & Young People Scrutiny panel would be reviewing children's teeth brushing in community centres
· HMU closures
· St Mary's Health Campus.
Isle of Wight
· Who pays for older people's care' - had a conference in December including keynote speakers, stakeholders reps and service providers were invited to gain an Island view. This work would draw to a close next month in readiness for a new programme post elections in June.
Southampton
· Fluoridation of drinking water supplies in parts of Southampton and Southwest Hampshire.
· Use of Chapel at Royal South Hants Hospital

Hampshire
· Fluoridation of drinking water supplies following the publication of SHA proposals to fluoridate drinking water in Southampton and Southwest Hampshire. At its meeting on 26 February the SHA resolved to proceed with the water fluoridation, our Water Fluoridation Panel has been reconvened to consider the way forward.
· Out of Hours and unscheduled care with reports being presented to Committee at the end of March and in May.
· Continuing to monitor Care at the End of Life following a full review.
· Called in Surrey and Borders NHS Partnership Trust following the publication of proposals to reconfigure 24 hour assessment and treatment (inpatient mental health services).
· Keeping a watching brief on mental health services in the Andover area as well as outpatient services at Royal Hampshire County Hospital, Winchester and capacity issues in southeast Hampshire.
