1) Summary

The following decision is proposed:

1.1. That approval be given to the disposal of Pier House on the revised basis set out in the report, with detailed terms and conditions to be settled by the Acting Director of Property Business and Regulatory Services (Interim Head of Estates).

2) Reasons for the decision

2.1. The proposal gives the best prospect of disposing of Pier House and securing an acceptable capital receipt within a defined timescale.

2.2. The proposal will lead to the County Council passing on responsibilities for maintenance, security and insurance of the building no later than June 2009.

3) Other options considered and rejected:

3.1. Option 1: Re-marketing Pier House

With the market conditions as they are, it is considered that there is little prospect that a better offer would be received from any other developer.

3.2. Option 2: Holding the property until market conditions improve

There is significant uncertainty as to when the market will recover. In the interim, the County Council would be liable for this vulnerable listed building.
