Summary

Formal approval is required from the Authority before any of its buildings can be demolished. In preparation for the building of the new Winchester fire station on the former vehicle workshops site at Winnall, Winchester, we need to demolish some of the existing buildings on the site. Building work is due to start in November 2009.

2.1

That the Authority approves the demolition of some of the former vehicle workshops buildings at Winnall, Winchester [as indicated on the plan attached to this report] in preparation for the construction of the new Winchester fire station on the site.

Background

3.1

The vehicle workshops were re-located to the Service Headquarters site at Eastleigh in December 2007. This provided the opportunity to develop a replacement fire station for Winchester on the former workshops site at Winnall, Winchester.

3.2

The scheme is a corporate objective in the Fire and Rescue Service Plan 2008 - 2011; and the Authority has already approved a project appraisal for the new fire station with capital funding of £4m. The existing Winchester fire station site at North Walls has been declared surplus to the Authority's future needs and will be sold.

3.3

The main central single storey building on the former vehicle workshops site needs be demolished to make way for the construction of the new fire station. Two other buildings on the site will be retained for use as a strategic vehicle storage area, and as a `road traffic collision training facility' for staff training and road safety partnerships. The plan [attached as Appendix A] shows the buildings that need to be demolished and those that will be retained.

Because the meeting of the Finance and General Purposes Committee scheduled for 27 April was cancelled owing to insufficient business, this report was circulated in draft form to members of the Asset Management Working Group. All were happy to support the recommendation.

Contribution to Corporate Aims and Objectives

4.1

This project is a corporate objective within the Authority's Fire and Rescue Service Plan 2009/12 - Relocating Winchester Fire Station. It seeks to rationalise and make more effective use of the Authority's land and building assets.

Resource Implications

5.1

The cost of demolition has been included in specification for the scheme and will be met from capital programme funding.

People Impact Assessment

6.1

A People Impact Assessment (PIA) has been completed. There are no significant issues arising from it to draw to the attention of Members.

6.2

The proposals within this report are considered compatible with the provisions of the European Convention on Human Rights, the Human Rights Act 1998, and the Race Relations (Amendment) Act 2000.
