1. The decision:

a) That approval be given to the methodology set out in this report for the identification of local transport improvement schemes and that this approach be rolled out across all districts in the County.

b) That delegated authority be awarded to officers for the continued and future management of the transport scheme lists but with annual reference to the Executive Member for Environment for approval.

c) That the draft list of local transport schemes for Winchester be approved and that this list forms part of the Area Transport Strategy.

2. Reasons for the decision:

2.1. To provide a sound and robust schedule of transport improvement schemes (in accordance with the Area Transport Strategies of the Local Transport Plan) towards which transport contributions can be secured that satisfy the requirements of Circular 05/2005 in order to ensure appropriate infrastructure is brought forward to mitigate the impact of development.

2.2. To provide a consistent approach across each of Hampshire's districts and to ensure the continued application of Hampshire's adopted Transport Contributions Policy in support of the Local Transport Plan.

2.3. To strengthen the Area Transport Strategies of the Local Transport Plan.

3. Other options considered and rejected:

3.1. To continue to seek contributions towards Area Transport Strategies without the support of a developed and approved list of schemes.

3.2. This option is rejected because in light of recent appeal decisions, whilst the principles of the Transport Contributions Policy are accepted, the absence of identified local schemes has called into question the justification of financial contributions sought, and undermined the effective application of the Transport Contributions Policy.
