1. The following decisions were made:

a) The Executive Member for Adult Social Care endorsed the decision to tender for the provision of 24-hour care and support for two new-build Extra-Care Housing schemes in Hampshire; one in Andover (Salisbury Road) and the other in Gosport (Cunningham Drive).

b) The Executive Member agreed that the length of each contract will be 3 years, with the option to extend each contract by an additional 2 years.

c) That the anticipated maximum annual cost of the contracts to be tendered for the Andover and Gosport new-build Extra-care developments be agreed as set out in Appendix C (Confidential).

2. Reason(s) for the decision:

2.1. The Andover and Gosport new-build Extra-Care Housing developments are integral to Hampshire County Council's strategic aim of securing, through multi-agency partnerships, a total of 400 units of Extra-Care Housing over five years (2008-2013). This was detailed in the Adult Services Development of Extra-Care Housing Report, approved by Cabinet on 24 September 2007. Andover will deliver 52 units and Gosport 50 units of Extra-Care housing.

2.2. The request to tender for the other two new-build Extra-Care and for the enhanced Extra-Care schemes is planned for submission for Executive Decision on 11 September 2009.

2.3. The completion dates of the Andover and Gosport new-build Extra-Care schemes have been brought forward to September 2010 and October 2010 respectively. Initially, it was anticipated that the completion date for both these schemes would be November 2010, and therefore would have been tendered with the rest of the Extra-Care schemes (planned for 11 September 2009 Executive Decision Day).

2.4. Failure to endorse the decision to tender for these services and to approve the funding at this time will mean that there will be a delay of up to two months between the completion of these developments and the provision of care and support services, which is a pre-requisite to residents moving in to the accommodation.

2.5. The decision supports the following corporate priorities:

3. Other options considered and rejected:

3.1. To tender for the provision of these services at the same time as the other Extra-Care Housing schemes (11 September 2009 Executive Decision). This option is no longer viable; the timescales involved in tendering for these services, adhering to the recommended OJEU guidelines, would mean that there would be a delay of up to two months between the Andover and Gosport new-build Extra-Care Housing schemes being completed and care and support provision being available.

3.2. The option not to tender for these services is not available, due to the value of the contracts.

6. Reason(s) for the matter being dealt with if urgent: the construction completion dates for these two schemes have been brought forward (see sections 2.3 and 2.4 above). Going ahead with the decision to tender and approving the funding now will avoid there being a delay between completion of the developments and the provision of care and support services on site.
