1. The decision:
a) That the Cabinet supports the revised Policy M3 of the South East Plan, including the regional apportionment of sand and gravel extraction of 9.01 million tonnes per annum and the consequential apportionment for Hampshire of 1.62 million tonnes per annum, and presents the case at the forthcoming Examination in Public accordingly.
b) That the Cabinet makes the representation in 1 a) above to the Planning Inspectorate/Government Office for the South East on behalf of Southampton and Portsmouth City Councils and the New Forest National Park Authority.
c) That the Cabinet authorises the consultation response attached in Appendix C.
2. Reason for the decision:
2.1. This consultation is an opportunity for the County Council to influence the long term planning for a sustainable supply of minerals to support development in Hampshire. This directly supports the County Council priority "enhancing our quality of place."
3. Other options considered and rejected:
3.1. Option 1: Not to respond to this consultation.
a) Risk Assessment: The County Council has been instrumental in influencing the Regional Assembly and other Mineral Planning Authorities in the South East to refute the national Government's suggested apportionment for sand and gravel extraction. If this process is not supported it is more likely that the original (higher) apportionment will become policy with consequent detrimental effects for Hampshire.
