1. The decision:

a) That Cabinet supports:

    (i) the scope of the outline proposal to recover strategic planning powers and greater devolution of transport funding;

    (ii) the proposition to local authorities in the region and locally, Partners and Members of Parliament.

b) That Cabinet invites South East England Councils to consider the planning framework embodied in the potential submission.

2. Reasons for the decision:

2.1. Prior to consideration by County Council in July, the Cabinet needs to consider the implications of the proposal by the Governance Committee to seek to recover planning powers through a submission under the Sustainable Communities Act 2007.

2.2. Whether or not a Sustainable Communities Act submission is pursued at this time, Cabinet could promote the proposals to other Councils in the South East region to position the area for possible future changes to the planning framework if regional arrangements are changed.

3. Other options considered and rejected:

3.1. Not applicable.

4. Conflicts of interest:

4.1. Conflicts of interest declared by the decision-maker: none.

4.2. Conflicts of interest declared by other Executive Members consulted: none.

5. Dispensation granted by the Standards Committee: none.
