1) The Decision:

1.1. That the Executive Member for Culture, Communities and Rural Affairs endorses the Find your Talent-PUSH Plan for 2009/10 and approves the spending of the budget as laid out.

2) Reasons for the decision

2.1. HCC has already agreed to act as the accountable body for Find your Talent-PUSH (FYT)

2.2. Funding has been committed by CCE on this basis

2.3. This 09/10 Plan submitted by the FYT-PUSH steering group has been approved by the National `parent' organisation Creativity, Culture and Education (CCE)

2.4. Endorsement of this plan by HCC as the accountable body - and the final stage in the process - is now sought.

3) Other options considered and rejected:

3.1. Option 1:

a) Not agreeing the plan. This would result in funding being withdrawn from the partnership with a consequent adverse reputational impact on the Local authorities and adverse impact on young people involved in the programme.
