1. Executive Summary
1.1. Further to the report considered by the Council at its meeting on 15 June 2009, this report seeks approval of some changes to membership of committees and outside bodies and to make some further member appointments as detailed below.
1.2. A revised proportionality table is attached as Appendix 1 to reflect the relevant changes detailed below.
2. River Hamble Harbour Board
2.1. A vacancy for Vice-Chairman of the River Hamble Harbour Board currently exists. The appointment of Councillor Geoff Hockley is recommended.
3. River Hamble Harbour Management Committee
3.1. To comply with the resolution of full Council on 18 September 2008 /decisions/decisions-docs/080918-countc-R0911125538 which increased the number of members on the Committee to 10 in order to ensure that the majority party are allocated a majority of the seats available, it is necessary to appoint an additional member to the River Hamble Harbour Management Committee.
3.2. Should Councillor Hockley be appointed as Vice-Chairman of the River Hamble Harbour Board, a further seat on the River Hamble Harbour Management Committee will become vacant.
3.3. To address the above, Councillors Frederick Allgood and Andrew Gibson are nominated.
4. Standing Advisory Council for Religious Education (SACRE)
4.1. A vacancy is currently being carried by SACRE, therefore to ensure a full complement of members the nomination of Councillor Charlotte Bailey has been received to fill this vacancy.
5. Regulatory B Committee
5.1 The following nominations have been received:

6. Children and Young People's Select Committee
6.1. Councillor Pam Mutton to replace Councillor Keith Chapman.
7. Health Overview and Scrutiny Committee and Pension Fund Panel
7.1. Councillor Peter Edgar to replace Councillor Chris Carter on the Health Overview and Scrutiny Committee.
7.2. Councillor Chris Carter to replace Councillor Peter Edgar on the Pension Fund Panel.
8. Audit Committee
8.1. Councillor Chris Thomas to replace Councillor Brian Dash.
9. Outside Bodies
9.1. It is proposed that delegated authority be given to the Executive Member of Policy and Resources to make the appointment of an independent Chairman of the Sir Harold Hillier Gardens and Arboretum Advisory Committee in due course.
9.2. To appoint Councillor Roy Perry to the Conference on Peripheral Maritime Regions.
9.3. To appoint Councillor Jonathan Glen to South East Employers in place of Councillor Geoff Hockley.
10. Standards Committee
10.1 Requirements in respect of Standards Committees are set out in the Standards Committee (England) Regulations 2008 ("the Standards Committee Regulations"). The Standards Committee Regulations are mandatory. Guidance issued by the Standards Board must also be taken into account by the County Council when determining the composition of Standards Committees. By virtue of Section 53(10) of the Local Government Act 2000 proportionality requirements do not apply to Standards Committees.
10.2 By virtue of Regulation 4(1)(a) of the Standards Committee, at least 25% of members of a Standards Committee must be independent members. It is a legal requirement that the Chairman of the Standards Committee must always be an independent member. Guidance issued by the Standards Board in August 2008 advises appointment of an independent member as Vice-Chairman in case the Chairman is unable to act. It is therefore proposed to appoint Mr G. A. L. Ellis as Vice-Chairman of the Standards Committee, in accordance with the Standards Board Guidance. The membership of the Committee will therefore be:

11. Recommendation
11.1 To approve the alterations to committees and outside bodies as detailed
above and to approve the consequential amendment of the proportionality
table
11.2 To approve the proposal to give delegated authority to the Executive
Member for Policy and Resources to make the necessary appointment of
an independent Chairman to the Sir Harold Hillier Gardens and Arboretum
Advisory Committee
11.3 To approve the proposals submitted by the Monitoring Officer for the
appointment of an independent Vice-Chairman of the Standards
Committee to comply with the guidance issued by the Standards Board
