1. Executive Summary

1.1 The purpose of this report is to inform the Harbour Board of a number of current issues pertaining to the management of the River Hamble.

2. Contextual information

2.1 Marine and Coastal Access Bill

    The Bill has completed its stately progress through the House of Lords, and is now with the Commons although it will struggle to meet its original timetable of Royal Assent by the end of the session in July. Although there is no serious threat, the most senior staff for the new Marine Management Organisation (MMO) cannot be formally appointed until the Bill becomes law. Nevertheless, the date for the setting up of the new MMO, based in Tyneside, remains 1 April 2010.

2.2 Trailer Parking

    With effect from 1 May 2009, and on a trial basis only, the grass verge to the west of the Passage Lane car park in Warsash has been designated as a `trailers only' parking area. This is in addition to the `trailer only' bays on the tarmac area. The seven day limit applies to trailers as it does to cars. Cars parked in `trailers only' areas risk getting a ticket.

2.3 Section 31 (Harbours Act 1964) objection to Harbour Dues

    Warsash Sailing Club's s31 objection to Harbour Dues has now been considered by the Department for Transport (DfT) and it has been decided that the outcome will be determined by a Public Inquiry, to be held in the autumn of this year. The cost of the Inspector will be borne by the DfT. The question of where other costs will fall is still under consideration by DfT.
