    1. Executive Summary

        This report seeks approval to the design proposal for a mini Synthetic Turf Pitch (STP) and tennis court enhancements at Noadswood School, Dibden Purlieu.

    2. Issues Covered in Report:

    MAIN REPORT

    1) Scope of Work:

        It is proposed to construct a mini STP with associated weldmesh fencing and floodlighting columns, associated drainage and access footpath, together with enhancement works to the existing tennis court.

    2) Contextual Information:

        2.1. Noadswood Secondary School is located at North Road, Dibden Purlieu. The school capacity is 1,125 and there are currently 1,076 pupils (11-16 years) on roll.

        2.2. It is proposed to construct a mini (60.90m x 42.60m) STP and to carry out improvement works to the existing tennis court. The STP has been designed to provide a flexible training facility for many different sports and games uses, offering the possibility of year-round use by students during the school day and the wider community at other times.

        2.3. The scheme will be procured through a traditional tender process. It is anticipated that tenders will be invited during July 2009 and that works will commence on site during September 2009 and be completed during November 2010.

        2.4. The Director of Property, Business and Regulatory Services has progressed the design proposals for the scheme at Noadswood Secondary School and the purpose of this report is to outline and seek approval to the proposals.

        2.5. The proposed scheme will maximise wellbeing and enhance the quality of place by providing an STP and associated floodlighting, together with improvement works to the existing tennis court.

      Please Note: The overall level of the revenue budget for funding schools will (from April 2006) be prescribed by central government, and capital projects have no bearing on the level of this budget. Therefore, this proposed project will have no bearing on the overall level of the Children's Services budget, extra costs and savings being met from the same overall schools' funding level.

            The estimated annual energy consumption for the new accommodation will meet that required by current Building Regulations.

    4) Risk & Impact Issues:

        Please see Appendix A for a summary of the risk and impact issues considered in relation to the design of this project.

    5) Details of site and existing Infrastructure:

        5.1. The school playing field is fairly flat and is bordered by Noadswood junior and infant schools to the north, hedge/tree belts with housing beyond to the southeast/southwest and paddock land to the northwest.

        5.2. The location of the mini STP has been chosen to maximise use of an area of grassland behind the gym building. The land is currently used as a hockey pitch and is the most well-screened part of the playing field from neighbouring properties.

        5.3. No alterations to the existing parking provision will be made. Construction traffic will access the site from an existing maintenance access gate from Water Lane and will be carefully controlled to avoid school start and finish times.

        5.4. Existing trees and hedges are not affected by the proposals within this report, but there are ecological designations on neighbouring land and an ecology survey has assisted in ensuring that this is taken into account.

    6) Scope of the Project:

        6.1. The STP will be located adjacent the gym block on the northwestern side of the site. The surface will be synthetic turf on an engineered base.

        6.2. The fencing for the STP will be a mixture of 6m and 4m high green weldmesh ballstop fencing. A 6m high fence is proposed for the side adjacent to the neighbouring paddocks. The other side would all drop to the lower 4m height.

        6.3. The STP will be floodlit using four 10m high floodlight masts. The lamps have been selected to reduce light glare and overspill to an absolute minimum at the periphery of the playing field, whilst maintaining a suitable lighting level. Glare will be minimised by the existing belts of mature trees between the proposed site and the closest housing off Challenger Way.

        6.4. The lighting will be switched to allow for part illumination when only part of the pitch is in use. A timed override will switch off the floodlights at the end of sessions.

        6.5. Two low-level downlighters will also be installed on the school buildings to illuminate the new access path and allow for safe exit of the facility once the floodlights have turned off.

        6.6. The existing tennis courts have recently been resurfaced and it is now proposed to provide some additional fencing to the southeastern side (including an acoustic barrier fence) and to fill in gaps in other places.

        6.7. The lighting scheme for the tennis courts allows for six 8m high columns. Any glare will be minimised by the mature tree planting on the boundary and on the opposite side of water lane. As with the STP, the lighting will be switched to allow for part illumination when only part of the court is in use. Similarly, a timed override will switch off the floodlights at the end of sessions.

        6.8. The school caters for a number of pupils with poor mobility and it is envisaged that the pitches will be used on a frequent basis by these pupils. Therefore the scheme has been specifically designed to be fully accessible to ambulant disabled people.

        6.9. Works will also include raising, levelling and reinstating a low spot in part of an existing grass football pitch, using topsoil from the works.

    7) Planning:

        A detailed planning application was submitted during June 2009.

    RISK & COMBINED IMPACT ASSESSMENT:

    Race and Equality Impact assessment

    Race and equality impact assessment has been considered in the development of this report and no adverse impact has been identified.

    Crime prevention issues

    The County Council has a legal obligation under Section 17 of the Crime and Disorder Act 1998 to consider the impact of all the decisions it makes on the prevention of crime. The proposals in this report have no impact on the prevention of crime.

    Fire risk assessment

    In consultation with the Hampshire Fire and Rescue Service, a fire risk assessment concludes that this is a low fire risk category building. Therefore a sprinkler system will not be installed.

    Health and safety

    A designer's risk assessment and a design health and safety plan, in accordance

    with the Construction Design and Management Regulations 2007, have been undertaken for the proposed scheme.

    Climate Change

    The lighting columns included with this scheme allow for part illumination when only part of the pitch/court is in use. A timed override will switch off the floodlights at the end of the daily sessions.
