1. The decision:
a) That progress made on the partnership project with Learning Links be welcomed.
b) That approval be given to proceed with the transfer of the Treadgolds premises to Learning Links, and also enter into the Deed of Dedication with the Big Lottery Fund, on the basis outlined in the report and on other detailed terms and conditions to be settled by the Director of Property Business and Regulatory Services (Strategic Manager - Assets and Development).
2. Reason for the decision:
2.1. The partnership project with Learning Links fully supports the County Council's Corporate Priorities. It will see a significant social enterprise and community facility delivered that seeks to maximise the wellbeing of the local community. The refurbishment and conversion of the Treadgolds buildings will significantly enhance our quality of place, and its re-occupation will remove the current health and safety risks associated with the vacant premises.
Other options considered and rejected:
2.2. Retain the building and refurbish for museum use - This option involves the County Council taking the lead in promoting a scheme for the full refurbishment of the Treadgolds buildings and enhancement of the exhibits. Advice indicates that such a multi-million pound project would not receive the necessary funding from the Heritage Lottery Fund or others. This is not viewed as a viable option.
2.3. Market the building for alternative use - This option is not favoured for a number of reasons: The building requires very significant expenditure to make it safe, the market for alternative uses is currently poor, planning permission for alternative uses would be difficult to obtain in view of the previous community use, the existing museum collection would have to be put in store and the opportunity to deliver the proposed community based project would be lost.
