1. The decision:

    a) That the proposed Hampshire Minerals and Waste Development Framework approach and associated two year programme be agreed.

    b) That approval be given to the evaluation of further waste infrastructure options with Veolia, aimed at eliminating the landfilling of residual waste from Household Waste Recycling Centres and responding to emerging agendas, including:

    (i) Project Integra's waste processing and collection review; and

    (ii) commercial waste integration possibilities.

2. Reasons for the decision:

2.1. To meet County Council statutory responsibilities in respect of Minerals and Waste planning.

2.2. To ensure that the County Council has a robust planning framework against which all future minerals and waste planning applications can be determined.

2.3. To allow infrastructure proposals to be assessed such that the increasing cost consequences of landfill, including landfill tax escalator implications, are minimised or, better still, eradicated.

3. Other options considered and rejected:

3.1. Not to produce a Minerals and Waste Development Framework. This would leave the County Council and individual Hampshire communities vulnerable to the risks of ad-hoc minerals and waste development proposals coming forward. It could also jeopardise investment in critical waste infrastructure as there would be no planning framework to support it.

3.2. To allow Household Waste Recycling Centre residual waste and commercial waste to continue being landfilled and, in so doing, expose the County Council and the tax payer to the unacceptable environmental and/or economic consequences.
