1. Executive Summary

1.1. To authorise the issue of tenders for the maintenance of street lighting, illuminated signs and associated electrical apparatus.

2. Contextual Information

2.1 The current Term Street Lighting Maintenance Contract, awarded in 2002, expires on 19 March 2010. The contract was tendered for a period of five years, plus three one-year extensions. The third, and final, extension commenced on 1 April 2009 and no further extensions are possible.

2.2 The Executive Member has previously given approval to the procurement of a Private Finance Initiative (PFI) for the maintenance and replacement of street lighting in Hampshire. Procurement is still ongoing and assessment of Bidders' Final Tenders is currently underway and selection of preferred bidder is scheduled for completion by 14 August 2009.

2.3 Whilst confidence is high that the PFI will commence in January 2010, the deadline for starting the process to have a replacement contract in place for commencement on 20 March 2010 has now been reached.

2.4 Following consultations with the PFI Bidders a Prior Information Notice was sent to the European Journal on 19 June 2009. A formal Contract Notice will need to be published on 29 July 2009 in order to go engage the formal tendering process in September 2009.

3. Key Issues

3.1 Street lighting is a high profile public service that supports the County Council's corporate strategy 'Hampshire Safer and More Secure for All'. It is, therefore, vital that maintenance of this asset continues without interruption.

4. Conclusions

4.1 After considering the options, approval for authority to tender is the best way to ensure continued, uninterrupted, service delivery to the public.

5. Recommendation

5.1 That approval be given to initiate the tender process for a contract for the maintenance of street lighting, illuminated signs and associated electrical apparatus, which will only be concluded in the event that the outcome of the Private Finance Initiative tender process is unsuccessful.

    · Provision of street lighting and other illuminated street furniture will have an impact on our carbon footprint and energy consumption. However this impact can be minimised by the specification of the equipment

    · Materials to be employed within the contract allow for reduced energy consumption and will incorporate technology to allow dimming after midnight and reduced switching times.
