1) The Decision:

1.1. That approval be given to initiate the tender process for a contract for the maintenance of street lighting, illuminated signs and associated electrical apparatus, which will only be concluded in the event that the outcome of the Private Finance Initiative tender process is unsuccessful.

2) Reasons for the decision

2.1. The current Term Street Lighting Maintenance Contract ceases on 19 March 2010 and it is necessary to put in place a contract for the continued maintenance of this equipment after that date.

2.2. Street lighting supports the County Council's corporate strategy 'Hampshire Safer and More Secure for All'.

3) Other options considered and rejected:

    3.1. Option 1:

    a) Risk Assessment: Not to proceed with the tender process, and wait for a final outcome from the Street Lighting Private Finance Initiative procurement. A successful outcome cannot be guaranteed and the time constraints imposed by EU law on contract procurement means that fall back arrangements need to be initiated.

4) Conflicts of Interest:

4.1. Conflicts of interest declared by the decision-maker:

    None

4.2. Conflicts of interest declared by other Executive Members consulted:

    None

5) Dispensation granted by the Standards Committee:

    None

6) Any reasons for the matter being dealt with if urgent :

    None
