1. Executive Summary

1.1. The purpose of this paper is to report on the County Council's Economic Development Office projects put forward for funding from the Capital Funding Programme.

1.2. This paper proposes suitable projects capable of commencing and possibly completing in the current financial year for allocation of funds from the 2009/10 provision.

2. Contextual information

2.1. The County Council's Policy and Resources Capital Programme has for some years included an annual provision for capital projects in support of economic prosperity.

2.2. The programme is administered by the Economic Development Office and is focused on supporting projects which further economic development and prosperity in the county. The aim is to support a stable and robust local economy, aid business competitiveness, encourage growth of small firms and business start ups and to act as a catalyst for targeted capital investment with the emphasis on the older urban boroughs.

2.3. The overall available budget from the Capital Programme now stands at £157,000.

3. Finance

3.1. Two proposals are put forward by the existing partnership initiatives managed by the County Council to the value of £29,295. Copy proposals attached in Appendix C.

4. Performance

4.1. Each of the selected projects will be administered and delivered by the proposing party.

4.2. Hampshire County Council Economic Development Office will monitor the delivery of these projects by means of regular progress reports from the project administrator (every six months from the commencement date).

5. Recommendations

5.1. That funding under the Capital Funding Programme for the projects put forward by the Economic Development Office be allocated as follows:

      (i) £15,000 - Local Food on the Move (Hampshire Fare, Hampshire County Council) be approved subject to all other funding being obtained; and

      (ii) £14,295 - Smarter Working Centres (eHampshire, Hampshire County Council) be approved.

This application requests a £15,000 contribution towards the purchase of a mobile cookery demonstration vehicle for community food education purposes.

"Local Food on the Move" is an exciting two year project that aims to take fresh local food to local communities, targeting those most deprived across Hampshire, educating them about where their food comes from and giving practical advice to make using local food affordable and accessible to all.

The project will aim to overcome two barriers to consuming local produce: accessibility and education. A Project Officer will deliver the project across Hampshire, Southampton and Portsmouth using a mobile demonstration unit. The Unit will be taken into areas where access to fresh, local food is limited, to deliver healthy cookery demonstrations, tasting sessions and other educational activities. A series of leaflets and educational material (including recipe cards, children's activity packs and food budgeting advice) will accompany the activities.

There is a well established network of Farmers' Markets across Hampshire but it is recognised that it is not always practical to deliver markets to all areas. Working with local producers the project will link up the local food sector with consumers currently excluded from the local food market place. Selected producers will accompany the Project Officer with the demonstration unit to deliver "micro markets" and enable communities to meet local producers, overcoming the perception that local food is exclusive.

This application relates to the installation of the 1st pilot phase implementation of `access control' equipment at the Havant Smarter Working Centre to be operated by Studio Seven - an operating subsidiary of Harbour Graphics Limited - based at Unit 7, Kingscroft Court, The Ridgeway, Havant, PO9 1LS

The Hampshire wide network of Smarter Working Centre (SWC) will offer 'drop-in' low-cost shared work space, meeting and training rooms together with a communal/networking area. An SWC is aimed especially at start-up and smaller businesses in addition to supporting staff who work a long way from home or if local, do not have adequate home working facilities. Our demand research (July 09) indicated that 81% of SMEs would consider allowing their employees to work from an SWC at least once per week.

Each Smarter Working Centre operator is tasked with providing a relevant and commercially viable (sustainable) range of facilities and services. The SWC offers fledgling businesses and entrepreneurs a supported environment with support and events provided by partner agencies like Business Link, Train2Gain, Job Centre Plus and its providers as well as locally established self-help groups for individuals seeking work opportunities

An agency supported technology enabled Smarter Working Centre like the one in Havant offers the prospect of improved personal productivity, lowered costs, accommodation flexibility, and increased start-up and micro business survivability rates (Business Link and Government statistics suggest at least x2). The aim is to encourage business start-ups and growing small businesses, provide a boost to the local economy, whilst helping to reduce commute route congestion and CO2s.

A key element is the provision of a safe and secure working environment, a particular challenge for the SWC concept of shared-workspace. Whilst the requirement for membership of an SWC will help, funding is sought to enable the piloting of the use of wireless (`mi-fare') access control technology. Being in an area where there are indications of deprivation and lower than average GVA, this technology will potentially enable the SWC to provide members with 24/7 controlled access. The technology incorporates CCTV, Wall and Door Reader Units, decoder, a supply of access proximity cards and associated processor and software. Such systems can also be used to identify equipment usage and trigger charges for such as photocopying and even vending services if required.

Local (including SWC Operator, Local Authority and partner agencies) as well as SWC Programme eHampshire Partnership initiated on-line, PR, Marketing is planned when the overall SWC initiative is launched in October.
