1. Executive Summary

1.1. This report considers an application for support relating to the development of new `Run in England' projects across Hampshire. It recommends the distribution of £5,000.

1.2. The organisation is seeking financial support as a key partner delivering sports development projects and activities in support of the Hampshire and Isle of Wight Sports Partnership Strategy, the corporate priority - maximising wellbeing and the local area agreement target for adult physical activity.

3. Contextual Information:

3.1 Voluntary bodies and other organisations are invited to apply for annual partnership funding to assist them with their essential running costs. The support enables them to deliver sports development projects and activities in support of the Hampshire and Isle of Wight Sports Partnership Strategy and the County Council's corporate priorities.

4. Budget Position:

4.1 The base budget for 2009/10 is £159,700. Already this year £127,420 has been distributed leaving an unallocated balance of £32,280. Allocating £5,000 to Run in England at this point will leave £27,280 for the remainder of the year.

5. Criteria of Grant:

5.1 The partnership funding distribution criteria is set out in Appendix 1.

5.2 The project listed in Appendix 2 meets fully the criteria and has been allocated a proposed level of partnership funding in line with the criteria.

6. Other Considerations:

6.1 Legal Implications

    The Council has wide powers under Section 19 Local Government (Miscellaneous Provisions) Act 1976 to provide recreational facilities and to contribute by way of grant or loan towards expenses incurred by voluntary bodies in providing such facilities.

6.2 Race and equality impact has been considered in the assessment of this application and no adverse impact has been identified.

7. Recommendations:

7.1 That partnership funding totalling £5,000 be distributed to Run in England from the partnership funding for Voluntary Bodies and other Organisations - Sport and Recreation 2009/10 budget.

Who can apply?

Governing bodies of Sport and other voluntary bodies operating in Hampshire are invited to apply after negotiation with the Sports Development Manager.

Who can't apply?

Organisations must have prior approval in order to apply for a grant.

What do we fund?

Voluntary bodies and other organisations are invited to apply for annual partnership funding to assist them with their essential running costs. The support enables them to deliver sports development projects and activities in support of the County Council's 'Strategy for Sport', the emerging Hampshire and Isle of Wight Sports Partnership Strategy and the Corporate Strategy.

What we can't fund.

Funding for major capital works is not available.

When to apply.

Application forms are distributed in November each year with a submission date in the following February.  This is the main allocation. However, applications can also be received at other times in the year linked to Executive Member for Culture, Communities & Rural Affairs Decision Days.

What happens next?

The Sports Development Manager collates submissions and writes a formal report for the Executive Member for Culture, Communities & Rural Affairs meeting in March. The Executive Member approves or declines submissions at this meeting. The Sports Development Manager contacts organisations following this meeting to discuss outcomes, conditions of grant and payment of monies if appropriate.

England Athletics' Whole Sport Plan states that they will boost participation in running by 135,000 through the development and delivery of a nationwide `Run in England' programme to encourage more people of all abilities to take up running and to signpost them towards clubs.

Run In England have approached HCC to help implement this programme in recognition of a strong foundation built up by the Sport Hampshire & IOW team. The target for Hampshire is to attract an additional 480 new people to a running network each year for the next 3 years. HCC's contribution will be used to boost the annual funding allocation for Hampshire & IOW from Run in England (£6,500) and create a part time post whose sole responsibility will be to establish new running networks across the County. This is in line with the Corporate Strategy, the emerging Strategy for Sport Hampshire & IOW and sub regional framework for physical activity that we are working on in partnership with NHS Hampshire, Portsmouth, Southampton & IOW to produce. This financial contribution is being requested from the Partnership Funding for Voluntary Bodies budget for three years.
