To receive any apologies for absence.
2 DECLARATIONS OF INTEREST
All Members who believe they have a personal or a prejudicial interest in any matter to be considered at the meeting must declare their personal interest and having regard to the circumstances described in paragraphs 9, 10, 11 and 12 of the Fire Authority's Code of Conduct, consider whether to leave the meeting whilst the matter is discussed, save for exercising any right to speak in accordance with Paragraph 12 of the Code. The declaration should be made at the time of the relevant debate.

9 FIRE CONTROL AND FIRELINK PROJECTS
To receive an oral report by Alan House, Director of Strategic Projects and Specialist Response on any recent developments.
10 DRAFT HAMPSHIRE FIRE AND RESCUE SERVICE PLAN 2010 TO 2013 - PROPOSED CORPORATE OBJECTIVES AND CONSULTATION STRATEGY
To consider the report of the Chief Officer on a proposal to adopt seven new corporate objectives for the draft "Hampshire Fire and Rescue Services Plan 2010 to 2013" as a basis for consultation with stakeholders and other interested parties.
[NOTE: Following the Authority meeting, the Chief Officer has arranged a lunch-time briefing session for Members on this item. It will take place in the Harland Room at Headquarters].

To consider the report of the Chief Officer about the Strategic Risk Register.
12 FIRE AND RESCUE AUTHORITIES MUTUAL LIMITED (FRAML) : WINDING-UP OF THE COMPANY
To consider the report of the Clerk and Chief Officer about the winding-up of FRAML.
13 DISPOSAL OF WINCHESTER FIRE STATION SITE
To consider the report of the Chief Officer on the present position regarding the disposal of this site.
14 HEALTH AND SAFETY EXECUTIVE INSPECTION OUTCOMES
To receive the report of the Chief Officer about a recent inspection of the Hampshire Fire and Rescue Service by the Health and Safety Executive.
15 THE ECONOMIC CLIMATE AND THE IMPACT ON THE SERVICE'S OPERATIONAL ACTIVITY
To receive the report of the Chief Officer about the economic climate and the impact on the Service's operational activity.

18 MINUTES OF THE PERFORMANCE REVIEW AND SCRUTINY COMMITTEE - 26 JUNE AND 4 SEPTEMBER, 2009
To receive the Minutes of the Performance Review and Scrutiny Committee meetings held on 26 June and 4 September, 2009. The Minutes of 4 September, 2009 include a recommendation to the Authority that the Chairman and Chief Officer sign the Nottingham Declaration on Climate Change (relevant report is attached).
19 SCHEDULE OF FUTURE HFRA AND COMMITTEE MEETINGS
The Authority is asked to note the intention of the Clerk to work up the Schedule of future HFRA and Committee meetings, once the County Council's Calendar of Meetings has been agreed. The Calendar of City Council meetings will also be checked, prior to the HFRA and Committee meeting dates being circulated to Members.
20 APPOINTMENT OF MEMBERS TO CONFERENCES - LGA ANNUAL FIRE CONFERENCE AND EXHIBITION - 9 AND 10 MARCH, 2010
To appoint Members to attend this Annual Fire Conference and Exhibition entitled "Challenging Times, Keeping up the Pace" taking place on 9 and 10 March, 2010 in Manchester.
21 EXCLUSION OF THE PRESS AND PUBLIC
RECOMMENDATION:
That the press and public be excluded from the meeting during the following item of business, as it is likely in view of the nature of the business to be transacted or the nature of the proceedings that if members of the public were present during those items there would be disclosable to them of exempt information within Paragraph 4 of Part 1 of Schedule 12A of the Local Government Act 1972, and further that, in all the circumstances of the case the public interest in maintaining the exemption outweighs the publication in disclosing the information for the reasons set out in the report.
