1. Executive Summary
1.1 Under the provisions of Section 249(1) of the Local Government Act 1972, the title of Honorary Alderman may be conferred on someone who has, "in the opinion of the council, rendered eminent service to the council as a past Member of that council." The title cannot be conferred on a serving Member.
1.2 At present the Council has 14 Honorary Alderman:

1.3 It is proposed to confer the title of Honorary Alderman on a further seven
former members of the County Council, namely Mrs P. G. Banks; M. F.
Cartwright, FCA; Mrs P. M. Devereux; E. F. Gale, MBE; P. R. C.
Hutcheson; Jo Kelly and M. J. Woodhall.
Patricia Banks
Patricia Banks was elected County Councillor for the New Milton Division in 2001 and served until her retirement in June 2009. She was appointed to the Cabinet in 2005 as Executive Member for Adult Social Care and held that position until 2007 when she was appointed Executive Member for Children and Families. She was Chairman of the former Social Care Policy Review Committee from 2003 to 2005. She was also a member of the former Policy and Resources and Environment Policy Review Committees. She was Vice Chairman of the Health Overview and Scrutiny Committee. She was a member of Regulatory Committee A. She was Chairman of the County Highway Management and Transport Advisory Panel for the New Forest and was also Vice Chairman of the New Forest Transport Strategy Panel. She also represented the Council on a considerable number of external organisations and joint committees including the Assembly of European Regions, the Hampshire Buildings Preservation Trust, the Hampshire Compact, the Hampshire Partnership NHS Trust, Hampshire Voluntary Care Groups Advisory Service, the Local Government Association Community Wellbeing Board, the New Forest Road Safety Council, Community First New Forest, the New Forest Primary Care Trust and the Southampton and South West Hampshire Health Improvement Board.
Michael Cartwright
Michael Cartwright was elected County Councillor for Bramshott in 1997, serving until 2005 and for Petersfield Hangers in 2005, serving until his retirement in June 2009. He was appointed to the Hampshire Fire & Rescue Authority (HFRA) in 1997 and was the HFRA Chairman from September 2000 until his retirement in 2009. He was Chairman of both the Policy & Resources Select Committee and the Policy & Resources Policy Review Committee. He was Vice Chairman of the Pension Fund Panel. He was appointed to the former Education Committee in 1997 and its Deputy Vice Chairman. He was Vice Chairman on the Education Policy Review Select Committee. He was Chairman of the Student Awards Advisory Panel and of the former Education Buildings Sub-Committee. He was Vice Chairman on the Standing Advisory Council for Religious Education. He served on the South Downs Joint Committee. His Committee appointments also included Regulatory Committee A, the Buildings, Land and Procurement Panel and HFRA's Governance and Performance Review Committees. He was also appointed to the former Children's Services and Adult Social Care Policy Review Committees. He also represented the Council on a number of external organisations and joint committees including the Hampshire Federation of Young Farmers' Clubs (Executive Committee), Hampshire School Organisation Committee, and the Southern Regional Environmental Protection Committee.
Patricia Devereux
Patricia Devereux was elected County Councillor for the Farnborough South Division in 1997 and served Farnborough South until her retirement in June 2009. She was appointed to the Planning and Transportation Committee in 1997 (serving as Deputy Vice Chairman in 2000) and also sat on the Roads and Development Sub-Committee (Vice Chairman between 1999 and 2001). She was Chairman of the Road Safety Panel. She was Vice Chairman of both the Environment Policy Review Committee and the Environment and Transportation Select Committee. She served on Regulatory Committee A and was Vice Chairman between 2001 and 2007. She served on Regulatory Committee B. She was a member of the former Children's Services, Education and Policy & Resources Policy Review Committees. She was a member of the Policy and Resources Select Committee. She was also a member of the former Social Services Committee, Adult Services Sub-Committee, Inspection Advisory Panel and the County Applications Panel. She represented the County Council on a number of external organisations including the Farnborough Aerodrome Consultative Committee, the Hampshire Probation Committee, Rushmoor Road Safety Council, the Shires Public Transport Consortium of Non-Metropolitan Authorities and the West End Arts Centre Management Advisory Committee. In 2007, after ten years of distinguished service, she was elected Chairman of the County Council
Ted Gale
Ted Gale was elected County Councillor for the Hayling Island division in 1997 and served Hayling Island until his retirement in June 2009. He was Chairman of the Sir George Staunton Country Park Joint Management Committee between 2001 and 2009. He was Chairman of the Chichester Harbour Conservancy Council. He was Vice Chairman of the Safe and Healthy People Select Committee from 2007 to 2008. He was Vice Chairman of the Public Safety & Crime Prevention Panel between 1997 and 2000. He was Vice Chairman of the former Adult Services
Sub-Committee and of the Inspection Advisory Panel. He was Vice Chairman of the former Adult Social Care Policy Review Committee. He served on the Hampshire Fire and Rescue Authority (HFRA) and was Vice Chairman of HFRA Standards Committee. He was a member of the former Social Services Committee. He served on the former Recreation and Heritage and Social Care Policy Review Committees. He was appointed to the Culture and Communities Select Committee. He served on additional Committees including Regulatory Committees A and B, the River Hamble Harbour Management Committee and the former Public Protection Committee. He also represented the Council on a number of external organisations including the East Hampshire Primary Care Trust, Havant Council of Community Service, Havant Road Safety Council and the Langstone Harbour Board.
Peter Hutcheson
Peter Hutcheson was elected County Councillor for the Hawley and Church Crookham Division in 1997, serving until 2005 and for the Church Crookham and Ewshot Division in 2005, serving until his retirement in June 2009. He was Chairman of the Environment and Transportation Select Committee from 2006 to 2009 and Chairman of the former Environment Policy Review Committee from 2003 to 2006. He was a member of the Hampshire Fire and Rescue Authority (HFRA) from 1997 and Chairman of the HFRA Governance Committee. He was also Vice Chairman of the HFRA's Finance and General Purposes Committee. He was a member of the former Planning and Transportation Committee and its Deputy Vice Chairman. He was also Chairman of the former Public Transport Sub-Committee. The Committees upon which he served included the Policy and Resources Select Committee, the Pension Fund Panel and the Basingstoke Canal Joint Committee. He was also appointed to the Hampshire Strategic Planning Joint Advisory Panel. He represented the Council on a number of external organisations including the Farnborough Aerodrome Consultative Committee, Hart Road Safety Council, the Local Government Public Transport Consortium of Non-Metropolitan Authorities, the South East England Regional Assembly (SEERA) and the Shires Public Transport Consortium of Non-Metropolitan Authorities. In 2002, after five years of distinguished service, he was elected as Chairman of the County Council.
Jo Kelly
Jo Kelly was elected County Councillor for the Basingstoke West Division in 1997, serving until 2005 and for the Basingstoke Central Division from 2005, serving until her retirement in June 2009. She was appointed to the former Education and Public Protection Committees in 1997. She served on the Education Buildings Sub-Committee. She was appointed to the Governor's Forum and the School Transport Appeals Panel. She was appointed to the Youth Services Sub-Committee. She also served on the Public Safety and Crime Prevention Panel and also the Regulatory Services Panel. She served on the Policy and Resources Select Committee between 2006 and 2009. She was appointed to the former Policy Review Committees for Education and Recreation and Heritage. Her additional Committee memberships included Regulatory Committees A and B, Standards Committee, Governance Committee and the Buildings, Land and Procurement Panel. She also represented the Council on a number of external organisations including the Basingstoke Theatre Trust, the Danebury Trust, the Hampshire Admissions Forum, the Hampshire and Isle of Wight Educational Trust for the Blind Governing Body and the Manydown Joint Management Committee. Her distinguished service gained the confidence of her party group colleagues so as to be elected as their party leader.
Michael Woodhall
Michael Woodhall was elected County Councillor for the Stockbridge and Wellow Division in 1993 and for Test Valley Central from 2005, serving until his retirement in June 2009. He was appointed as both a Cabinet member and Deputy Leader in 2001. He held both positions until 2008 when, in recognition of his distinguished service, he was elected as Chairman of the County Council. He was a member of the Hampshire Fire and Rescue Authority (HFRA) and appointed Chairman of its Standards Committee. He was Vice Chairman on the former Policy & Resources Committee. He was the Executive Member for Economic Development. He was Chairman of the Buildings Land and Procurement Panel between 2005 and 2008. His Committee memberships also included the former Education, Planning and Transportation and Public Protection Committees. He also represented the Council on a number of external organisations including the Local Government Association General Assembly, the County Councils Network Council, Hampshire Economic Partnership Board, Arts Council England, the Assembly of European Regions, Business Link Hampshire, The Regional Tourist Board, Test Valley Road Safety Council and the Sir Harold Hillier Gardens and Arboretum Management Committee. He was Vice Chairman of the Hampshire Buildings Preservation Trust.
