1.1 The table within this paper outlines how the Members Efficiency Panel (EP) links to wider Council governance of financial plans and budgets.

Members Efficiency Panel (EP)

EP deliverables & outcomes:

Oversee delivery of cashable efficiency savings that contribute to the HCC Medium Term Financial Plan

Recommend policies on income generation, for consideration by Executive Members and Cabinet

Promote further embedding of efficiency in HCC

EP responsibilities (use of reserves and balances is outside EP remit):

Consider and approve the Council's annual efficiency plans

Develop a programme of efficiency work

Systematic review of efficiency proposals

Develop initiatives to embed and develop value for money

Specifically review and recommend to Cabinet initiatives to:

    o Develop efficiencies from procurement and commissioning

    o Develop efficiency reviews consistent with the Council's medium term financial strategy

EP Membership:

Councillors Colin Davidovitz (chair), Dr Ray Ellis and Felicity Hindson

Legal Status:

A committee of the Executive with responsibility to discharge executive functions within their remit

Efficiency Board:

Outcome: realise wide ranging cashable and non-cashable efficiencies and further embed efficiency in the way the Council conducts its business. EB focuses on savings additional to the "Gershon" annual recyclable savings targets

EB leadership: CMT co-chairs: Karen Murray, Jon Pittam
