1. The decision:

1.1. That the key facts and issues document relating to potential amendments to the Hampshire Minerals and Waste Development Framework Core Strategy be published for public consultation, including:

    (i) the requirement to revise the policy on the aggregates apportionment to accord with the proposed regional policy;

    (ii) new information on aggregate wharves and rail depots and safeguarding of all sites; and

    (iii) other changes - information about the need to amend a limited number of existing development control policies and propose one new policy.

1.2. That authority be delegated to the Director of Environment, in consultation with the Executive Member for Environment, to make other minor changes provided these do not change the substance of the document.

1.3. That the proposed consultation programme, as set out in section 4 of this report, be agreed.

1.4. That the Executive Member for Environment make appropriate provision for involving and updating Members on key developments in relation to the Core Strategy.

2. Reasons for the decision:

2.1. To meet the County Council's statutory responsibilities in respect of preparing plans for minerals and waste, including public consultation.

2.2. To ensure that the County Council has a robust planning framework within which all future planning applications for minerals extraction and waste infrastructure can be determined.

3. Other options considered and rejected:

3.1. Not to amend the Minerals and Waste Development Core Strategy and leave the County Council and individual Hampshire communities vulnerable to the risk of ad-hoc minerals and waste development proposals coming forward.
