1. The decision:

1.1. That recommendations one, three to five, seven and nine within the report of the Hard to Reach Review Panel, attached as an appendix to the report, be endorsed.

1.2. That the Select Committee be asked to undertake some further work on recommendations two, six and eight in respect of how the desired outcomes could be achieved.

2. Reason(s) for the decision:

2.1. The Select Committee undertook this work at the request of the Executive Member for Policy and Resources in order to get a better understanding of the key issues around hard to reach groups and possible steps that might be taken to address them.

2.2. The report provides a complementary definition of `hard to reach' taking the perspective of service provision. It identifies:-

- top concerns that exacerbate the problems associated with hard to reach,

- approaches that support positive steps to address hard to reach,

- initiatives within the County Council, often in conjunction with partners, that directly address top concerns, but in addition provide evidence, in terms of the definition, to support assessment of progress.
