1. Executive Summary
1.1. The purpose of this paper is to present the conclusions and recommendations of the Culture and Communities Select Committee review of Hard to Reach People.
1.2. This paper seeks to
· Provide a complementary definition of `hard to reach' taking the perspective of service provision,
· Identify top concerns that exacerbate the problems associated with hard to reach,
· Identify approaches that support positive steps to address hard to reach,
· Identify initiatives within the County Council, often in conjunction with partners, that directly address top concerns, but in addition provide evidence, in terms of the definition, to support assessment of progress.
2. Contextual information
2.1. The Select Committee undertook this work at the request of the Leader of the Council in order to get a better understanding of the key issues and possible steps that might be taken to address them. The Committee believes it has delivered on this remit.
2.2. Pursuant to Part 3 of the County Council's constitution, once a Select Committee has formed recommendations on a particular matter, it will arrange a report to the Executive for consideration.
3. Finance
3.1. There are no identified financial implications other than potential efficiencies to be found in better management of the ground between the provider community and individuals.
4. Performance
4.1. The report could provide a useful, practical and measurable contribution to how the County addresses this topic, particularly with respect to allowing considerably more evidence to be brought in support of CAA assessment of the County's performance.
5. Future direction
5.1. Potential to positively influence the planning and delivery of services across the County Council and partners in the provider community.
6. Recommendation(s)
6.1. That the recommendations within the report of the Hard to Reach Review Panel, attached as an appendix to the report, be endorsed.

1. Equalities Impact Assessment:
1.1. This report recommends an approach and actions that should improve the experience of `hard to reach' people in Hampshire. Furthermore it also draws attention to (mostly) new initiatives undertaken with provider partners in reaching some of the more vulnerable and isolated individuals.

2.1. The proposals in this report are not considered to have any direct impact on the prevention of crime.
