1. The decision:

a) That the updated Capital Strategy 2009 set out at appendix 1 be approved

2. Reason(s) for the decision:

2.1. The purpose of this paper is to provide an updated version of the County Council's Capital Strategy for 2009.

2.2. The County Council has prepared and published a Capital Strategy each year since the Government made it a requirement in 2001. That requirement was removed in 2004 but an up-to-date Capital Strategy remains an important part of the Council's sound asset management.

2.3. The Capital Strategy will continue to be a key consideration under the Comprehensive Area Assessment by the Audit Commission. It is also one of the key documents that underpins the Council's Medium Term Financial Strategy for 2009/10 to 2011/12. The Medium Term Financial Strategy requires that the Capital Strategy is reviewed annually.
