Subject: Local Transport Plan 3

1. Summary

      This report discusses arrangements for the preparation of the Local Transport Plan following the publication of final Department for Transport (DfT) guidance.

1.1 The following decision is sought:

    That the Joint Committee agrees to the preparation of a Joint Strategy Statement to form the Local Transport Plan for the South Hampshire sub region but notes that the Implementation Plans element of the Local Transport Plan will be the responsibility of the individual constituent authorities.

2. Reason

2.1 Under the terms of the Local Transport Act 2008, authorities have to produce a Local Transport Plan (LTP) by 31 March 2011. There is now greater flexibility as to how they are produced. Under the new arrangements it is possible to produce plans on a sub regional basis. It is felt that a Joint Strategy document covering South Hampshire will best reflect sub regional travel patterns and will be the means to drive forward the Transport for South Hampshire (TfSH) agenda whilst still allowing individual authorities to make their own spending decisions reflecting their own priorities and circumstances.

3. Other Options Considered and Rejected

3.1 It would be possible for each council to produce its own strategy with or without reference to an overall TfSH strategy. This is not recommended as it does not reflect the transport patterns in the area and the need to respond to the sub regional growth period. At the other extreme one option could be to have a single LTP covering all of Hampshire, as well as the two cities of Southampton and Portsmouth. Whilst this would allow the county of Hampshire to have a single Transport Strategy, it would not reflect the difference characteristics of the various parts of the area with the two cities and their hinterland.
