Subject: Delivering a Sustainable Transport System
1. Summary
1.1. This report provides an update on the Delivering a Sustainable Transport System (DaSTS) workstream, which the region is progressing and the resultant work that Transport for South Hampshire (TfSH) has been asked to take forward on developing solutions to meet the identified transport challenges within and connecting the South Hampshire Sub-Region.
1.2 The following decisions are sought:
(i) that the Joint Committee notes the contents of this report;
(ii) that the Joint Committee agrees to the progression of work including officer input that will review the Transport for South Hampshire `Towards Delivery' strategy so that it:
(a) is consistent with the regional policy framework and the five Delivering a Sustainable Transport System goals;
(b) offers value for money;
(c) is within the likely level of funding (both public and private) available.
2. Reason
2.1. In response to the DaSTS work programme, the South East England Partnership Board (SEEPB) has developed and submitted to the Department for Transport (DfT) a regional work programme that will provide the basis of the region's advice submission by the end of 2011. This will then feed into the preparation of a Transport White Paper which will set out national investment priorities for the period beyond 2013/14.
2.2. The submitted regional work programme identified transport issues of regional significance and grouped these into geographically focused pieces of work. One of these is for Urban South Hampshire, which has been ranked as having the second most pressing transport challenges in the region. In consideration of this, TfSH has been awarded £350,000 to assist in identifying solutions to the transport challenges of the South Hampshire sub-region.
2.3. The goals of DaSTS (set out in the main body of this report) accord with both the TfSH Vision and its objectives.
3. Other Options Considered and Rejected
3.1. The nature of the work has been set by SEEPB in accordance with the Regional work programme.
