1. The following decisions were made:
That:
a) The forecast position as at the end of July 2009 be noted (paragraph 2.5)
b) The actions being planned to further control the forecast position and the proposed financial strategy for carrying forward any under-spend should the actions be successful be agreed (sections 5, 6 and 7)
c) The external and internal pressures identified in the report are noted
(section 3)
d) The £3.1m Supporting People planned under-spend as agreed by the County Core Group in January 2009, is carried forward to meet the reduction in funding in 2010/11 is agreed. (paragraph 13.3)
e) It be agreed to plan to under-spend by up to 25% of the Learning Disability Campus Programme grant and carry forward as per the conditions of the grant that allows funding to be carried forward over the three years of the grant. (That this will provide a fourth year of funding as per the implementation plan also be agreed. (paragraph 13.3)).
f) The Performance and Human Resource results as detailed in the report are noted (sections 15 and 16)
g) The Hampshire Model resource plan update be endorsed (section 18)
h) The capital programme position as at the end of July 2009 be noted (section 21)
2. Reasons for the decision:
2.1. Adult Services is required to update the Executive Member for Adult Social care on the effective use of resources in meeting the corporate priority of maximising wellbeing.
2.2. This report summarises the performance and financial position as at the 31 July 2009 (period 4).
