1. The decision:

1.1. That the Executive Lead Member for Children's Services approves the general structure, purpose and function of Local Partnerships

1.2. That the Executive Lead Member for Children's Services notes the arrangements to develop Local Partnerships and receives progress reports at future meetings.

2. Reasons for the decision:

2.1. Proposed new legislation, 21^st century schools, the Apprenticeship, Skills, Children and Learning Bill includes a duty upon each school to cooperate in improving outcomes for all children.

2.2. The present local partnership arrangements do not include engagement with all schools and colleges and there is inconsistency in the way targets for improvement in outcomes set out in the Children and Young people's Plan are addressed

3. Other options considered and rejected:

3.1. It has been considered if a representative arrangement could be developed and it is not thought this arrangement would ensure the full engagement with all schools.

3.2. Consequently the proposals for the development of local partnerships are based upon all schools having a direct involvement with other partners to ensure a link between educational and broader social care purposes.
