1. The decision: (PROPOSED)

That approval be given to:

a) the County Council entering into a detailed Option Agreement for the provision of access to land north of Woodcroft Primary School on the broad terms set out in this report;

b) the County Council entering into other legal agreements and minor land transfers jointly, or singularly, including Section 106 Planning agreements, as may be required to secure planning permissions and access for any of the potential development land covered by the option Agreement, as set out in the report;

c) the Director of Property, Business and Regulatory Services (Strategic Manager - Assets and Development) making any necessary planning applications to facilitate the construction of the relocated playing field, as set out in the report; and

d) the Director of Property, Business and Regulatory Services (Strategic Manager - Assets and Development) to settle detailed terms and conditions of all the agreements.

2. Reasons for the decision:

2.1. The proposals would maximise wellbeing in producing benefits to the local community from providing improved sports facilities for children attending the new Woodcroft Primary School and by the possibility of significant capital receipts in the future.

2.2. Quality of place would be enhanced by regeneration and improvement to the area generated by planning contributions and the development of new housing if planning permission is granted.

3. Other options considered and rejected:

3.1. To retain the proposed Option land both within the surplus development site to the south of the school and as part of the playing field for the school. This option would leave the school with substantially less sports and soft play facilities than the proposed option. It would also either prevent development from occurring, or would force poorer quality accesses to be pursued through an adjoining wooded area of Public Open Space or nearby residential streets.
