1. Executive Summary

1.1. The purpose of this paper is to seek approval from the Executive Member for Policy and Resources for the payment of nine scholarship awards which are recommended based on the provisions of the Evelyn Mace Educational Trust.

1.2. The proposed scholarship awards amount to £5,250 for the 2009/10 academic year.

1.3. The background and terms of the Trust are set out in section 2.

2. Contextual information

2.1. In 1999 the Evelyn Mace Educational Trust was established following a bequest received by the County Council from Mrs Evelyn Mace, a former head teacher and Winchester School Governor. The net yearly income of the trust is to be applied by the County Council for the advancement of education through the award of scholarships, bursaries or similar financial assistance to students under the age of 25 years resident in Hampshire.

2.2. The Charities Panel and the Community and Conservation Committee agreed that the most efficient way of using the Trust would be to establish two types of annual scholarship.

    · Evelyn Mace Drama Scholarships for students due to start a drama or poetry course of Higher Education

    · Evelyn Mace Scholarships to be made to students in, or formerly in, the care of Hampshire County Council in order for them to pursue a course of Higher Education.

3. Finance

3.1. The Trust's annual income is approximately £6,500. This funds scholarships for both continuing awards agreed in previous years as well as new awards approved.

3.2. It is recommended that for applications received from young people who were formally in the care of the County Council the award should remain at £750 per year in line with the level agreed for the 2008/09 academic year.

3.3. However, a higher number of applications have been received from drama students than in recent years. It is, therefore, proposed that the level of this award should be £500 per year in line with that agreed for the 2007/08 academic year.

3.4. The following recommendations are made for new awards which total £5,250. Further details can be found in Appendix 1.

    Evelyn Mace Scholarships* - £750 per student

    Student A - 4 years

    Student B - 3 years

    Student C - 3 years

    *In view of the eligibility criteria for these awards, the students are not identified. Details are available on request.

    Evelyn Mace Drama Scholarships - £500 per student

    Matthew Coombes - 3 years

    Rebecca Herszenhorn - 3 years

    Jade Holcombe - 3 years

    Flora Marston - 3 years

    Bethany Rush - 3 years

    Rosanna Sloan - 3 years

3.5. In addition to these proposals a further £3,200 will be provided in relation to continuing students who were awarded a scholarship in previous years. This proposal will, therefore, result in a total award of £8,450 being made during 2009/10.

3.6. Whilst the total amount of the award funded during 2009/10 will exceed the overall level of estimated income of £6,500, it is envisaged that this proposal will be affordable during 2009/10 as a result of surplus income achieved in earlier years. However, if the number of applications received in the future were to remain in line with those received this year, or increase further, this position would not be sustainable on an on-going basis. It would, therefore, be necessary to either reduce the level of award in future years or review the eligibility criteria.

4. Recommendations

4.1. That new scholarship awards totalling £5,250 for the 2009/10 academic year be awarded to the individuals for the amounts outlined in Appendix 1, subject to the applicants providing the necessary confirmation of attendance from their college or university.
