1. The decision:

a) That approval be given to proceeding with the new Merton Rise planning strategy outlined within this report.

b) That the Director of Property, Business and Regulatory Services (Strategic Manager - Assets and Development) be authorised to settle detailed terms and conditions of agreements, related to obtaining a planning consent.

2. Reasons for the decision:

2.1. The most appropriate way forward for the Merton Rise Project is for the County Council to promote a new Outline Planning Application and to undertake the requisite associated Environmental Impact Assessment (EIA). This is the best way to retain control over the delivery of the future development and will help to put the site into a position of readiness to capitalise on property market recovery. Any new permission will need to address issues of flexibility in order to maintain the ability to make choices as the project moves forward and the property market changes.

2.2. The Planning Strategy will help to deliver a sustainable and well designed community and therefore, specifically supports the Corporate Strategy aims of Enhancing our quality of place and Maximising wellbeing.

3. Other options considered and rejected:

3.1. Options of proceeding without a planning permission or the County Council applying for its own Full Planning Permission have been considered but these have significant disadvantages.
