1. The decision:

a) To agree the basis for setting provisional budget and capital programme guidelines for 2010/11 to 2012/13, including proposed corporate efficiency targets; subject to further consideration by the Cabinet in December 2009 following the grant settlement and Pre Budget Report.

b) To approve the proposed cumulative efficiency indicator for 2009/10 as set out in Appendix 2.

c) To approve the medium term financial strategy for 2009/10 to 2011/12, as set out in Appendix 1 of the supporting report.

2. Reason(s) for the decision:

2.1. To provide the basis for the County Council's medium term financial planning and to approve the forecast 2009/10 efficiency indicator.
