1. The following decisions were made:
a) That approval be given to award tenders for new four year bus subsidy contracts for the Basingstoke area, at a total cost of £679,461 per annum, which will result in changes to the current bus network and to the mix of conventional bus and community transport operation. A number of services are provided on behalf of Basingstoke and Deane Borough Council, making a cost of £534,000 to Hampshire County Council.
b) That the Saturday timetable be retained on service 74, subject to the excess cost above £2.50 per passenger trip being met by Basingstoke and Deane Borough Council.
c) That authority be delegated to the Director of Environment to negotiate provision of a taxi-share service to replace service 36 between Basingstoke, Sherborne St John, Ramsdell, Baughurst and Stony Heath at a cost not exceeding £18,000 per annum.
2. Reason for the decision:
2.1. The current Basingstoke area bus contracts expire on 5 December 2009. This decision will enable the continued provision of public transport services which give access to employment, education, health, retail and leisure facilities for the widest section of the community whilst containing expenditure within the budget available.
3. Other options considered and rejected:
3.1. The review considered a number of options for delivering local services which consisted of varying mixes of local bus and community transport operation. Others were rejected on the grounds of not achieving value for money nor providing good accessibility.
4. Conflicts of interest:
4.1. Conflicts of interest declared by the decision-maker: none.
4.2. Conflicts of interest declared by other Executive Members consulted: none.
5. Dispensation granted by the Standards Committee: none.
6. Reason(s) for the matter being dealt with if urgent: not applicable.
