1. The following decisions were made:
a) That Hampshire County Council sign up to partnership status as a Programme Partner for the Reading Transport Innovation Fund Project.
b) That the County Council participates in the existing Steering Group and continues to do so when it becomes the `Joint Transport Innovation Fund Investment Programme Board'.
c) That the County Council's involvement in the Reading Transport Innovation Fund process be kept under review.
2. Reason for the decision:
2.1. The decision maximises the potential to secure funding for important transport infrastructure improvements in Hampshire. However, the decision allows for the partnership status to be kept under review, to ensure that the direction of the Transport Innovation Fund (TIF) package remains consistent with the County Council's wider aims and objectives.
3. Other options considered and rejected:
3.1. Signing up for Full Partnership status. This is not required as it only proposed that any road user charging scheme would be introduced within the boundaries of Reading Borough Council.
3.2. Signing up for Infrastructure Delivery Partner Status. This would allow the County Council to remain involved in the TIF process, but it would not give the Council any voting rights and would not provide the opportunity to secure funding through TIF for transport infrastructure improvements in Hampshire.
3.3. Not signing up for any of the Partnership Levels. This would mean that the County Council would no longer be involved in the TIF process at all, and would not be kept advised of progress.
4. Conflicts of interest:
4.1. Conflicts of interest declared by the decision-maker: none.
4.2. Conflicts of interest declared by other Executive Members consulted: none.
5. Dispensation granted by the Standards Committee: none.
6. Reason(s) for the matter being dealt with if urgent: not applicable.
