1. The following decision was made:
a) That a grant of £5,750 be awarded to YelaBus for a six month period from 1 January to 30 June 2010 subject to the satisfactory negotiation of agreed milestones with YelaBus.
2. Reasons for the decision:
2.1. This would be consistent with the County Council's current funding strategy for YelaBus and would provide funding for a further six months to enable the required transition to sustainable funding to continue.
2.2. To allow work currently being undertaken by consultants on the future funding arrangements for community transport schemes to be completed and implemented.
3. Other options considered and rejected:
3.1. Option 1: Provide no further funding for YelaBus:
a) Risk Assessment: There would be uncertainty for users and a potential loss of service until or unless alternative facilities were fully in place.
3.2. Option 2: Provide further funding of up to £11,500, on a tapered basis for a further twelve month period, subject to match funding from Yateley Town Council and satisfactory negotiation of milestones with YelaBus:
a) Risk Assessment: This option may lead to claims of unfairness and demands for similar funding from other community transport schemes.
4. Conflicts of interest:
4.1. Conflicts of interest declared by the decision-maker: none.
4.2. Conflicts of interest declared by other Executive Members consulted: none.
5. Dispensation granted by the Standards Committee: none.
6. Reason(s) for the matter being dealt with if urgent: not applicable.
