1. The following decision was made:

a) That the County Council accept an offer in full and final settlement of the outstanding debt relating to the reconstruction of an access road at the rear of 9 and 4 Linnet Square, Eastleigh, with the remaining balance of the debt being written off.

2. Reason for the decision:

2.1. This report relates to the requirement under the County Council's Financial Regulations and Procedures that the approval of the Executive Member is obtained for the write-off of debt exceeding £5,000.

3. Other options considered and rejected:

3.1. Further options would comprise either accepting an alternative offer for repayment of a larger sum, payable in 12 monthly instalments, or for the County Council to instigate court proceedings to attempt to recover the full debt.

3.2. These options have been rejected because a settlement involving instalments retains a risk of non-payment and potential higher debt write-off in the future. Alternatively, court action would be a lengthy process and would also not guarantee full recovery of the debt. Taking such action would also not sit well alongside the Council's objective of supporting small and medium-sized enterprises (SMEs).
