1. Executive Summary

1.1 This report seeks approval of some changes to membership of committees as detailed below.

1.2. A revised proportionality table is attached as Appendix 1 to reflect the changes detailed in section 2 below.

2. Regulatory Committees A and B

2.1. At the meeting of the County Council on 17 September 2009, it was resolved to increase the size of the Regulatory Committee from 15 to 21 members and that the Chief Executive seek the additional nominations on the basis of 4:2. Accordingly, the following nominations have been received:

Chris Carter
Andrew Joy
Sharyn Wheale

2.2. The Liberal Democrat nominations will be circulated prior to the meeting.

3. Policy and Resources Select Committee

3.1. Councillor Keith Chapman to be appointed as Chairman of the Policy and
Resources Select Committee to replace Councillor Keith Mans who has
been appointed to the Cabinet as the Executive Member for Communities.

4. Culture, Communities and Rural Affairs Select Committee

4.1. Councillor Elaine Still to be appointed as Chairman of the Culture,
Communities and Rural Affairs Select Committee to replace Councillor
Keith Chapman.

5. Independent Remuneration (IRP) Panel and Standards Committee

5.1. The tenure of the current independent members of the IRP and the
Standards Committee expires in February 2010. Adverts have now been
placed with a view to suitable candidates being proposed for appointment
by the Council at its meeting in February 2010.

5.2 Appointment of Independent Members of the IRP and the Standards Committee are both Council functions. Guidance issued by the Standards Board for England advises that Standards Committees assist in the recruitment of Independent Members to Standards Committees. The guidance also suggests that Standards Committee might also wish to appoint a sub-committee trained to interview candidates and make recommendations to the Council in respect of appointment of Independent Members to a Standards Committee.

5.3 There is no similar guidance regarding selection and appointment of Independent Members of an IRP. However, it would seem sensible that a similar process is adopted and a sub-committee of Standards Committee could also interview and make recommendations in respect of appointment of Independent Members of the IRP.

6. Recommendation

6.1. That the appointment of the nominated Councillors together with the consequential amendment of the proportionality table in respect of the Regulatory A and B Committees be approved.

6.2. That the alterations to the Select Committees detailed in sections 3 and 4 of the report be approved.

6.3. That the authority to assist in the recruitment of Independent Members to Standards Committee and Members of the IRP be delegated to Standards Committee.

6.4. That the Monitoring Officer be authorised to make any necessary changes to the Constitution to give effect to these decisions.
