1. Executive Summary

1.1 Under the provisions of Section 249(1) of the Local Government Act 1972, the title of Honorary Alderman may be conferred on someone who has, "in the opinion of the council, rendered eminent service to the council as a past Member of that council." The title cannot be conferred on a serving Member.

1.2 At present the Council has 20 Honorary Alderman:

Former Councillors Mrs P. G. Banks; Mrs E. S. M. Barron; N. A. Best, CBE, DL; Capt. M. P. R. Boyle, DL; M. F. Cartwright, FCA; H. R. Cole; Mrs P. M. Devereux; E. F. Gale, MBE; M. T. Hancock, CBE, MP; M. M. L. Hudson, OBE, MA; P, R, C. Hutcheson; S. W. Juniper, JP; Jo Kelly; P. D. Merridale, CBE; R. T. Millard; G. W. Porter; Mrs E. M. F. Randall; A. Varden; J. Waddington and M. J. Woodhall.


1.3 It is proposed to confer the title of Honorary Alderman on a further two
former members of the County Council, namely Mrs P. G. Peskett and Dr.
J. G. L. Wall.

    Pamela Peskett

    Pamela Peskett was elected County Councillor for the Eastgate division of Winchester in 1993, serving until her retirement in 2009.

    She was appointed to the former Education Committee in 1993, serving until 2001. She was appointed to the Standing Advisory Council for Religious Education (SACRE) in 1997 and served upon it until 2005. She was a member of the Special Educational Needs Members Panel. She was also a member of the Youth Services Panel.

    She served on the former Social Services Committee from 1993 to 1997 and was Vice Chairman of the Voluntary Sector Sub-Committee. She was also Vice Chairman of the Private Sector Sub-Committee.

    She was a member of the Children and Young People Select Committee. She was also a member of the former Children's Services Policy Review Committee. She was appointed to the former Policy and Resources Policy Review Committee. She served on the former Education Policy Review Committee. She was appointed to the former Social Care Policy Review Committee. She was also a member of the former Health Review Committee.

    She also represented the Council on a number of external organisations and joint committees including Age Concern, Voices, the Hampshire Admissions Forum and the Winchester Excavations Committee. She has served as a local authority governor on St Bede Primary School since 1993. She was also Chairman for the Hampshire Combined Youth Justice Committee from 2005 to 2008.

    John Wall

    John Wall was elected County Councillor for the Whitchurch and Clere division in 1993, serving until 2005.

    He was appointed to the former Education Committee in 1993, serving until 2001. He was Chairman of the Families and Children Joint Sub-Committee.

    He was also Chairman of the South West Hampshire Divisional Building Panel. He was appointed Vice Chairman of the Central Hampshire Divisional Building Panel. He also served on the Education Resources Sub-Committee and was a member of the Schools Monitoring Panel for four years.

    He was a member of the former Planning and Transportation Committee between 1993 and 1997. He was appointed to the former Roads and Development Sub-Committee. He served on the Roads Safety Panel. He was a member of the Western Hampshire Transportation Strategy Panel.

    He was a member of Regulatory Committee A and Regulatory Committee B for four years. He was also member of the former Public Protection Committee. He served on the former Policy and Resources Review Committee and also as a member on the former Education Policy Review Committee.

    He represented the County Council on a number of external organisations including the Hampshire School Organisation Committee, the John Hanson School Awards Foundation, the Overton Community Association and the North East Hampshire Tourism Joint Committee.
