1. Executive Summary

1.1. The purpose of this paper is to summarise the attendance and response from employers to the AGM for 2009.

2. Background

2.1. The Pension Fund's twelfth Annual General Meeting was held at Westley Court, Sparsholt College on Wednesday, 30 September 2009.

3. Attendance and feedback

3.1. In total, 60 representatives from 39 employers attended the 2009 AGM. This was the best attendance in recent years in terms of the organisations represented and a significant improvement on the 2008 AGM when 43 representatives from 27 employers attended.

3.2. Of the major employers, there were representatives from nine of the eleven district councils, with the exceptions being Hart and Winchester. Portsmouth and Southampton City Councils were not represented unfortunately. However, Panel member Councillor F.G. Allgood, who is also a member of Winchester City Council, was present and so was the city councils' representative on the Panel, Councillor D. Jones from Portsmouth City Council. Both the Hampshire Police and Fire and Rescue Authorities were represented.

3.3. There were also 27 colleges and admission bodies present. This was more than double the number in 2008 and was probably triggered by recent concerns about the potential impact of the Fund on admission bodies.

3.4. In total, there were six attendees from the Pension Fund Panel including the pensioner and employee representatives. The independent adviser was also present.

3.5. Feedback forms were received from 20 of the 60 attendees. There was very positive feedback, with several people highlighting the presentation from Anne Richards of Aberdeen Asset Management, the question and answer session with Jon Pittam, and the impact for admission bodies as the most interesting parts of the AGM. Employers were keen to know about the future of the Pension Fund and the implications for future employers contributions rates. Generally they felt that their questions had been answered by the AGM.

4. Future arrangements for the AGM

4.1. Most of the questions from the floor were dominated by two organisations, Basingstoke and Deane Borough Council and the Hampshire Association of Local Councils. One attendee subsequently suggested that representatives of smaller organisations might feel inhibited from asking questions. This could be overcome by inviting all attendees to submit questions which could then be asked on their behalf by the chairman. Question cards could be distributed to them on their arrival at the AGM for them to complete and put into a drop-in box. Two or three of the best questions could be selected by the officers for the chairman to ask at the meeting. The remaining questions would be followed up by the officers after the meeting.

4.2. Alternatively, the invitations sent out in advance of the AGM could include a request for attendees to nominate the issues or questions that they would like dealt with at the meeting. This could be used to inform the agenda.

5. Conclusions

5.1. The AGM continues to be an important part of the Pension Fund's Communication Strategy, alongside the Annual Report, the annual leaflet for pensioners and contributors and the pensioners' newsletter.

5.2. The AGM for 2010 will be held at the same venue, Westley Court, Sparsholt College on the morning of Wednesday, 29 September 2010. Members may wish to note the date in their diaries.

6. Recommendation

6.1. That the report on the 2009 AGM attendance be noted, and the Panel consider whether to implement a scheme to encourage participation and questions from a wider range of organisations at the 2010 AGM.
