1. The Decision:
1.1. That the Voluntary and Community Sector (VCS) Improvement plan be published for wider community consultation.
1.2. That an Executive Member champion be appointed to oversee the implementation of the plan.
2. Reasons for the decision:
2.1. At its meeting on 23rd February Cabinet approved the development of a VCS (Third Sector) strategy. Since then each department has been involved in a project group to look at the most effective way of describing the Council's ambitions for improving the way we work with voluntary and community organisations.
2.2. The main aims of the proposed improvement plan are to:
- Improve efficiency and value for money in the way the Council invests in and engages with the VCS
- provide a clear framework for the County Council's strategic relationship with the VCS to inform the place shaping role
- Increase capacity in the sector to deliver public services and support the County Council's move to improve efficiency.
2.3. The relationship supports the Council's aim to improve the wellbeing of residents. Voluntary and community organisations provide support and services which make a significant positive impact on the quality of life across many areas and contribute to many social, economic and environmental issues.
3. Other options considered and rejected:
3.1. Not to agree the recommendations. This would have a potential negative impact on the relationship which may affect some services and the reputation of the Council
