1. The decision:

a) That approval be given to an amendment to the Agreement constituting the South Downs Joint Committee, to enable it to continue to deliver operational services until the end of March 2011 whilst the South Downs National Park Authority operates in shadow form.

2. Reasons for the decision:

2.1. To enable the South Downs Joint Committee to remain in existence until March 2011 in order to safeguard the delivery of countryside management and other operational services in the South Downs.

2.2. To facilitate a measured and orderly transition from current arrangements with the South Downs Joint Committee to the future management of the South Downs and to ensure efficient and effective service delivery.

3. Other options considered and rejected:

3.1. Not to revise the wording to the agreement. Without a change to the constituting agreement (which references the Joint Committee to the Areas of Outstanding Natural Beauty - AONBs) the Joint Committee will not be able to operate for its constituted purpose once the two AONBs are de-designated, ie from the end of March 2010.
