AT A MEETING of the STANDARDS COMMITTEE of HAMPSHIRE COUNTY COUNCIL held at The Castle, Winchester on 30 November 2009.

8. APOLOGIES FOR ABSENCE

Apologies for absence were received from Councillors G. Hockley (absent on other County Council business) and S. Woodward.

9. DECLARATIONS OF INTEREST

The Chairman (Mr. James) and Vice Chairman (Mr Ellis) each declared a personal, non-prejudicial interest in Agenda Item 5 (Recruitment of Independent Members to the Standards Committee') by virtue of being possible candidates for re-appointment. Neither would participate in the debate on this item or vote on it.

10. MINUTES

The Minutes of the Committee held on 30 October 2009 were confirmed as a correct record and signed by the Chairman.

11. RECRUITMENT OF INDEPENDENT MEMBERS TO STANDARDS COMMITTEE AND TO THE INDEPENDENT REMUNERATION PANEL

The Committee considered the report of the Monitoring Officer (item 5 in the Minute Book). The report proposed a mechanism to consider applications from members of the public wishing to be considered as either independent members of the Standards Committee and/or members of the Independent Remuneration Panel.

The Monitoring Officer advised the Committee that the deadline for receipt of applications was 10 December 2009. She asked for authority to undertake an initial shortlisting exercise in consultation with the Head of Committee Services following that date, with the members appointed to the Sub-Committee subsequently interviewing the shortlisted candidates. The Sub Committee would then make recommendations for appointment to the February 2010 County Council meeting.

Nominations were called for and Councillors Gibson, Rice and Dash agreed to serve on the Sub-Committee.

    RESOLVED that:

      (i) Councillors Gibson, Rice and Dash be appointed to a
      Sub-Committee to assist in the recruitment of Independent Members to Standards Committee and the Independent Remuneration Panel, after shortlisting of suitable applicants by the Head of Governance and the Head of Committee Services against the skills and competencies required;

      (ii) The Sub-Committee thereafter makes recommendations to the County Council at its meeting in February 2010 as to the appointment of Independent Members of Standards Committee and the Independent Remuneration Panel.
